Vertical scroll bar not showing at some websites

Thunderbird "Organize" "Create Encrypted Copy"

In Thunderbird by selecting an encrypted message choosing "Organize" "Create Decrypted Copy In ..... " is possible.But why isn't it possible, in case of a message that is not encrypted, to "Create Encrypted Copy In ..... " ?
