Provide the Insert>Characters & Symbols menu for plain text compose window

This feature is available for HTML composition, but all it does is insert plain text character and is equally valuable for plain text composition. Also, since it appear on one composition window, I believe users expect that it will be there on plain text compositions. My hope is this is a small item, since the majority of the code already exists. Thanks for listening.
