Open New Window on Monitor Where Focused Window Lives

I have 3 monitors and every time I open a new window, that new window starts up in my main monitor regardless of where the existing window is. I have to move my mouse over across my monitors to drag the window where I need it.

Chrome creates a new window on the monitor where the focused browser window lives - which IMHO is the appropriate behavior.
