Status: New idea

As a volunteer on SUMO, it is a recurring challenge to explain various steps to users because of the different menu options they see. Some use the menu bar, some don't know the menu bar exists, and some use the hamburger menu. This causes simple questions to need multiple interactions unnecessarily. The main options are not the same, and even some sub menus (e.g., View and Tools) are different. If a product provides two seemingly mutually exclusive menus, then they should be consistent. Thank you.

Originally, the App Menu was conceived as a replacement for the menu bar.  And to a large extent that was true, though certainly not all fuctions in the menu bar was available in the App Menu.

In recent years there has been a process to drive more function into each area of the UI (context menu and other UI choices) and have less need for centralized menus such as the App Menu. 

App menu now tends to have commands which are common to all areas of Thunderbird - compose, address book, main pane, etc. - such that there has been some loss of capability in the App Menu as you point out.

It is my understanding that further work will occur in the next year to resolve remaining menu usability issues.
