The “Enable JavaScript”, and the “Load images automatically” checkboxes were removed in the version v23.0, in late 2013.

I think that the removal of these options was non-sense. Many people (me too) want these options back.

It's very unlikely that those options are ever going to be added back:

 


If a user unchecks this box, they'll effectively render the browser unusable on a large number of sites. We should not ship this option to hundreds of millions of users.

You can use uBlock Origin to block JavaScript and images by default, and then enable them just on specific sites:
