Option on how pdfs and links open

When opening PDFs its in same tab, but sometimes its opening in new tab. This behavior is inconsistent. Same with dragging and dropping to open PDFs.

And clicking the link to open in new tab also requires change in about:config.

Provide All these options in a single place in settings, so users can easily change on how it works.
