New option "Keep on top" per-browser window/tab

This allows me to keep a browser window on top of all others if I have marked a given tab/window and it is active when the window loses focus.

In that drop-down menu, we would have the "Keep on top" option (which should be boolean).

This can be useful and make some workflows or work-conditions more efficient and pleasant.
