Make "Don't close browser with last tab" an option available in regular settings

Seriously, why is this option hidden so deeply from regular users? I bet many of them would like to turn it on if only they knew it even exists.

I suggest adding this as a regular option, available under the "General -> Tabs" category, instead of putting it under the experiments sections (which wouldn't make much sense anyway).
