Bookmarks Bar in Fullscreen Mode

Currently, when in full screen mode, the bookmarks bar is hidden. I searched for ways to show the bookmarks bar in full screen mode but everyone just talked about some hacky way to do it. This should just be a feature. Why would the bookmarks toolbar work any different in full screen vs windowed mode?
