Allow pinning toolbar on iOS

As far as I can tell, the only way to get the toolbar to show up is to scroll backwards. This doesn’t work reliably for me and I have to nudge the page multiple times to get the bar to show up. It also loses my scroll position which is ridiculous when I’m trying to cross-reference between two tabs. Let me have an option in the toolbar settings to just lock it open instead of hiding it.

Option to pin toolbar on iOS

Why does the tool bar that allows navigation backwards disappear?  More strangely, why do I have to scroll all the way back up to get it to reappear? There should be an option to at least be able to pin it to prevent it from disseapearing.
