Currently, FireFox closes when the user closes the last open tab. I would like FireFox to default to the home page and stay open when I close the last tab. I would prefer the "out of the box" setting to be "Default to Home Page When Closing Last Open Tab." A user could then change the setting if he wants FireFox to close completely when he closes the last tab

I don't want to oversimplify this, but do you mean switching the default value of the following preference which controls what happens when you close the last tab in a window:

(1) In a new tab, type or paste about:config in the address bar and press Enter/Return. Click the button accepting the risk.

More info on about:config: Configuration Editor for Firefox. Note: changes made through this back door aren't fully supported and aren't guaranteed to continue working in the future.

(2) In the search box in the page, type or paste browser.tabs.closeWindowWithLastTab and pause while the list is filtered

(3) Double-click the preference to switch the value between true (close window) and false (open a new tab)

There are some cases where Firefox changes the default for newly created profiles (new installations) without overriding the longstanding behavior of existing profiles, so a change like this needn't disturb users who are used to the historical default.

Enable by default so that the browser window does not close when you close the last tab, it's annoying!

I agree with you.  I wonder if the majority of users actually want Firefox to close when the user closes the last tab.
