It's already built-in - just drag and drop on the folders tab.  You can reorder accounts at TB menu> Account Settings.

This is possible in every current channel of Thunderbird desktop on Mac, Windows and linux.  Meaning release channel version 143 and esr channel version 140.

Have you used it for more than a second? 
It is as effective as a one-armed squid.
