I often edit my userChrome.css and when Browser Toolbox is opened in a separate window, I have to arrange both my Firefox and the toolbox window, and switch back to both when switching between my code editor and them. It should just show in the same window.

Correct, the Browser Toolbox is always in a separate window because there can be multiple Firefox windows, all of which are intended to be debugged by the Browser Toolbox. Docking it to a single window could be confusing.

However, please file a bug report, including describing use cases that would benefit from this feature the most: https://bugzilla.mozilla.org/enter_bug.cgi?product=DevTools&component=General

Thank you!
