Setting section and more settings for energy saving

Could include settings for

• Time period till tab gets hibernated
• Autoplay
• Stop animations (css, svg, gif, ...) when tab is not shown
• Load Resource Quality [MIN|MAX] ... when HTML provides multiple quality variants of the same resource
• Signal Energy Saving to tabs/webpages ... so they have the opportunity to save energy too
• ...
