Restart Pending Banner - Absolves Frustrating User Experience and Silent Failure Behavior

One of the most frustrating changes with the Firefox browser lately has been with the silent failures to render webpages once a restart to Firefox is pending.  This can happen at the most inconvenient times and can lead to confusion and frustrating causing unnecessary manual troubleshooting and placing blame on things that are not the root cause.  Rather than sitting silent and allowing the user to go into rage troubleshooting it would be ideal just to come out with it and say what is needed to be said using a banner to announce a restart of the browser is required.
