Reduce Quick Actions character limit from 3 to 2 for better localized language support (e.g., Korean)

Hello, I am a contributor participating in the Firefox Korean translation.
Currently, the Address Bar Quick Actions require at least 3 characters to display matching actions. I would like to request reducing this minimum requirement to 2 characters.
In languages like Korean, many translated action keywords are fully expressed in just 2 characters (for example, "번역" for translate, "인쇄" for print, etc.). Because of the current 3-character limit, these Korean Quick Actions are never triggered or displayed to users, significantly reducing the usefulness of the feature in non-English locales.
Lowering the limit to 2 characters would greatly improve usability and accessibility for users using localized versions of Firefox. Thank you for considering this improvement!
