Pontoon is a great tool to help create the translations from the base language: https://pontoon.mozilla.org/projects/
If Pontoon could become a multi-tenant platform where organizations can join and add their own projects to be translated, there's some real monetization possibility (in the same vein as bringing back Lockwise with enterprise features).
Currently, any companies adopting Fluent will often need to outsource the actual translation work to a third party that supports .ftl translation files, such as Locize. If, instead, Mozilla hosted Pontoon for third party use and added a payment system, it could promote Fluent and bring in revenue at the same time. Plus, it would be great if the service was free for open source projects!
