On hard refresh, ctrl+shift+R, don't load and scroll to the top, but remain in same position

Is there a way to keep the same top position of the scroll when performe a hard refresh? It's very annoying when you have to do it and always scroll down to the same section several times, specially when you are developing a new project and need to focus in a section of the page. Other browsers are capable of doing it.
