New tab: Restore ability to specify custom starting URL

Some time I guess in the last 10-15 versions Firefox removed the preference to set a URL for new tabs. Now you only have Firefox-home and Blank-page options. Oddly, you still have a preference to set a URL for a new window, but that's quite a rare use case these days compared with new tabs. I don't know why there even needs to be a separate preference. A new tab in a new window is still a new tab, so why not just have one preference setting – with a full set of customization options (blank, custom URL, or Firefox precanned default) – instead of two?
