manage conflicting powers or resources in multiple extensions

For instance one cannot have two SOCKS5 management extensions installed simultaneously.  Obviously only one proxy can be active.  We don't need to be nudged into having only one of these installed. 

For resource competition allow user to prioritize access or control.
