Scrolling on Microsoft Edge is smoother for me. It would be good if Firefox could implement something similar to make scrolling feel much more smoother than it currently is.
It's simple, add an option in the settings to change the speed and smoothness of the scroll.

You can enable the smooth scrolling feature in Settings > General > Browsing > And mark the check box "Use smooth scrolling" (It lags on some hardware).
For now you can do this in about:config to mimic Edge.
general.smoothScroll.msdPhysics.enabled = true

In my experience, there is no workaround or other fix for the problem described by the OP. I have posted this idea suggestion: https://connect.mozilla.org/t5/ideas/create-a-new-simplified-process-for-mouse-scrolling-control-and...
Try setting these prefs in about:config

Smooth scrolling should be deactivated by default. Is such a nonsense, it just makes everything slower.
