Implement "Microsoft Share Target API"

Win 7 used to let you drag files from jump lists anywhere you wanted, such as to an email. MS in their wisdom removed that feature from win10/11. The beauty of the old approach was that you didn't need to go find the exact file; finding it in the jump list was sufficient. Currently, you can find the file, right click, and select Send To, but that is less convenient than going to the jump list.

The current jump list does have a share feature but the only email client in that list of shareables is Outlook. I asked ChatGPT about adding TBird to the list and it said it can't be done unless Mozilla implements the Share Target API.
