Some websites hide parts of their web pages off screen regardless of zoom level. One example is at least for a while Lenovo hid their Ryzen powered computers off screen to the right and unless you knew to look there and knew how to scroll horizontally you couldn't find the products. A horizontal scroll bar on every page would be useful for both nefarious web page design and bad web page design
