So this one option for toggling overlay scrollbars for all GTK apps that support overlay scrollbars also works in Firefox it is shipped with almost all GNOME-based distros. This option is in the GNOME Settings under Accessibility > Seeing. The dconf key for the preference is org.gnome.desktop.interface overlay-scrolling .

Do remember if Firefox were to follow this preference, the "Show Scrollbars" toggle should be hidden from Firefox settings while running in GNOME.
