I have noticed later that it is extremely easy to confuse DELETE with REMOVE FROM HISTORY, plus apparently DELETE will remove downloaded files in non recuperable manner. My advice on this would be to DELETE DELETE and leave only REMOVE FROM HISTORY, which is the whole point of the download history page, and this would help avoid many potential errors. As for "delete", one need only go outside of Firefox to download folder and delete whatever you like and there is no reason to include DELETE side by side with REMOVE FROM HISTORY, all the more so as the difference between the two is really unclear first time around.

Since 3 years passed and no one has got to this, I have other suggestions that might be easier.

1) Rename "Clear Downloads" to "Clear and Delete Downloads."

2) Put "Remove from History" last in the contextual menu.  That makes it easier to click instead of sitting between 2 delete buttons where someone might accidentally click the wrong button.

3) Offer a setting to let the user decide the Clear Downloads behavior.  One setting moves the downloads to the recycle bin and the other is the current behavior.
