In Firefox, when you press "inspect" on a website and then on "network analytics" you can choose only in a defined amount of profiles of throttling speeds, like GPRS, Regular/ Good 2G/3G/4G/LTE, DSL, WIFI, Offline. There should be an option for a profile for "customized", where you can choose your own internet speed.
