Azerbaijani support on translator

Currently translator function is useless for me as Azerbaijan language not supported. I cannot translate page to or from my language. Please add Azerbaijani support to Translator.

We have trained an Azerbaijani model, but we haven't released it yet. There was an issue in our pipeline that we will soon resolve (https://github.com/mozilla/translations/issues/1182), and then we will be able to ship it.
