Allow to format the datetime in <input type="datetime-local"> and allow time-input in the popup

In Germany you would write a datetime like this "24.03.2024 17:03" but not "24.03.2024 17:03": I cant format this.
There is although missing an input for the hour and minute in the popup of the element.
Define a additional attribute, which allows the formating of the date in the <input type="datetime-local"> Element.
Use a subset of the notation in https://framework.zend.com/manual/1.12/en/zend.date.constants.html#zend.date.constants.selfdefinedfo...
or use a subset of notation in php https://www.php.net/manual/en/datetime.format.php  for the definition of the format of datetime-objects.

My Opinion: The current realisation of the element <input type="datetime-local"> is  a god try but a mess realisation in all browsers.
