Allow dragging downloaded files directly from the mini Downloads panel (Chrome parity)

Hi everyone,

I would like to suggest a quality-of-life feature that is currently missing in Firefox but works perfectly in Google Chrome.

In Chrome, when a download finishes, users can click and drag the file directly from the browser's download panel/popup and drop it anywhere outside the browser (such as onto the Desktop, into a specific system folder, or directly into external applications like an email draft, Discord, Slack, etc.).

Currently, Firefox does not natively support this direct drag-and-drop behavior from the library/mini-downloads panel. Clicking and dragging from the panel doesn't trigger the file export. Users have to click the "Show in folder" icon and drag it from the system explorer, adding unnecessary steps.

Since Firefox extensions cannot bypass the WebExtensions API security to implement this natively, this feature needs to be built directly into the browser core.

Please consider adding this feature to match Chrome's user experience and make file management much faster for daily workflows. Thank you!
