Allow Custom URLs for new tabs by default

On Linux, I am able to set the homepage and new windows to a custom URL, however; for new tabs I am only able to choose between a blank page and "Firefox Home" which apparently is a different homepage than the homepage defined by my custom URL. While there are plugins to enable this, I believe this should be an easy enough addition to support in house.
