Allow address bar on bottom while the tab bar is enabled on tablets

The new tab bar is great for easier tab switching on a tablet and I hope the mobile team will continue to improve the tablet experience, but with it enabled you lose the option to use the address bar on bottom. 🙁

It would be nice to be able to have both the tab bar and address bar on bottom like some other browsers let you. It truly would be a game changer.
