Add a persistent "Send to Device" quick-access button in the toolbar

Send Tab to Device" is buried a few clicks deep. A one-click toolbar icon (customizable, like other toolbar buttons) that shows synced devices and sends the current tab instantly would make this feature far more discoverable and useful for cross-device workflows.
