Adaptive Junk Controls Should Default to Disabled in New Email Accounts

The Enable adaptive junk mail setting says "If enabled, you must first train Thunderbird to identify junk mail ..."

So why is it enabled by default?

I'm a Thunderbird newbie. When I started out, It wasn't trained and neither was I. Adaptive junk moved some valid emails to the Junk folder, and I didn't know where to look.
