Tab Close Shortcut Issue with Bookmark Toolbar

When the bookmark bar menu is open, the tab close shortcut does not work.

Steps:

1. Display the bookmark toolbar.
2. Click on a folder.
3. While the folder list is displayed, press Cmd + W.
4. You will notice the tab doesn't close.

Expected behavior: The tab close keyboard shortcut should work.
