On some PDFs, I cannot scroll downward through pages. The only way to navigate to the next or previous page is to click the arrows in the upper left hand corner. I've tried changing scroll settings using about:config pdfjs but to no avail. Is there a fix for this? I even messed around with PDF document properties in Adobe Acrobat and it didn't fix this issue - I have a feeling it might be related to the PDF creating software used.

Thanks, what you're seeing is a limitation that we have for performance reasons when a PDF contains too many pages.
We might be able to lift this limitation after we implement a few optimizations for cases like this.

@BearInNature could you share any of those PDFs?

Yes, here is an example of a PDF that has this issue (from a government document database).
