Create Desktop shortcuts to webpage

Today I dragged a ULR to my desktop…and…nothing happened.  What's going on here?  The past fifteen years* that I have done this, a shortcut would be created.  So simple!  What happened?  Why?  Please tell me this is a bug that's going to be swatted.

I'm an idiot.  It dawned on me that I had altered the UAC Control.  I back peddled the setting, and I am just dandy!
