Open tabs do not survive shutting down Firefox and relaunching

Running 135.0 (64-bit) and I have "Open previous windows and tabs" enabled but this no longer works and I start at a blank new tab every time i re-open FF?Plenty of HDD space on both drives, recent reboots, current AV (Avast), running Windows 11.

Interesting call out - they DO re-open using that method. Why would that be?
