Open tabs do not survive shutting down Firefox and relaunching

Running 135.0 (64-bit) and I have "Open previous windows and tabs" enabled but this no longer works and I start at a blank new tab every time i re-open FF?

Plenty of HDD space on both drives, recent reboots, current AV (Avast), running Windows 11.

Does it still happen if you close with FF menu > Exit vs. clicking the close button?

Interesting call out - they DO re-open using that method. Why would that be?

FF must close completely for that option to work, so clicking the X is leaving something behind. Do you have a private window open when closing a regular window?
