When using the new VPN service, the user should be able to specify sites/urls that need a VPN.

As the title suggests one may need a VPN for specific sites. This should be user specified, in a similar way to the current option to specify sites that do not use a VPN. This will cut down VPN traffic as most site do not need a VPN.
