It can be an important source of feedback to have a pair of icons to vote on each feature/change at the Release Notes page.

Feedback which is easy to provide along users read the notes. The Release Notes should be promoted a bit more after each update, but not by auto-opening but by notifying at the menu or toolbar, a bit similar to when an addon calls for action, permission update or similar, so the user notices but opens on purpose rather than getting a new tab just pop-in on start (which use to be annoying and leads to be closed without care).

The feedback data must be understood about how good is perceived that feature, more than how it actually worked out since users still didn't try it, they are still learning that exists. Except when the same user come backs time after and changes it's vote sign but this can be figure out later.
