Vertical Tabs - Move to bottom

I'm thinking of having the option to have vertical tabs being shown at the bottom of the window side panel rather than starting at the top could result in easier and quicker to navigate.

I understand this means moving the 'Customize sidebar' 'History' and 'Tab from other devices to the top, which may not be great. However, it may be possible to add a separator above these settings and have the actual tabs starting from there.

So 1) Adding a separator to the bottom menu (or alternatively move these to the top)

2) Have the user tabs starting from the bottom, above the separator.

3) The new tab button could also be at the top of the user tabs or alternatively placed under the separator, so it will always be visible - as per screenshot attached.
