Thunderbird Toggle scroll and hold to scroll in inbox

I noticed that Thunderbird has this functionality when reading bigger emails but I would really like to be able to do the same thing in my inbox. 

The function I'm talking about is the ability to click the scroll to toggle scrolling with your mouse cursor or holding down the scroll to scroll with your mouse cursor.

If I try to do this now It'll just open up an email in a new tab which is just a worthless function for me since I use dual view anyways.
