Tab bar for Android phones.

Tablets are getting a tab bar but it would be nice to have this on phones too. There should be an option to only show the tab icon or tab icon and tab title. Vivaldi and Kiwi browser both offer tab bars for phones.

It's unclear why this isn't available on folding phones.

In fact, during development it was explictly disabled on folding phones as seen here...
