Support for LAN download boost

There are many case that in LAN we have downloaded a file somewhere else and we re download it maybe we forgot about it or something else. So I propose an experimental feature so that users on same LAN can share each other's downloads I have implemented it in my GitHub repository under small scale

I want it to be implemented inside the browser itself for effective bandwidth usage of whole network.
