in order to access custom split view flows more easily.

A splitview of 2 tabs should be able to be saved as a normal bookmark

so when user clicks on bookmark, a split view with the same 2 tabs should open,

nice to have:

- split_view.bookmark should keep last session position (left/right) of tabs

- split_view.bookmark should keep same width size of tabs from last session

much less valuable but a good touch to increase usage and UX:

- firefox remembers tabs.pair used in split_view :

- in browser.active_tab, if that tab has been used in a split_view.

- firefox adds an icon in the toolbar to suggest opening the split_view with the last or more common pair of that tab
