Firefox Home currently fills empty Shortcut positions with frequently or recently visited websites from browsing history. I use Shortcuts as a fixed, manually configured launcher and do not want entries from my browsing history to appear there.

Disabling Recent activity does not prevent this behaviour, while disabling Shortcuts removes my manually pinned shortcuts as well.

Please add an option such as “Show only pinned shortcuts” or “Include sites from browsing history”. When history-based suggestions are disabled, Firefox Home should display only shortcuts explicitly added or pinned by the user and leave any remaining positions empty.

Sponsored shortcuts should continue to have their own separate setting. This option would provide a predictable Home page and prevent browsing history from appearing unexpectedly without removing the user’s manually configured shortcuts.

There is a setting to turn it off. But why design the site to be as intrusive as possible by default?

Which setting are you referring to? Disabling Recent activity does not stop history-based sites from appearing in Shortcuts, while disabling Shortcuts also hides manually pinned entries. The request is specifically for an option that keeps pinned shortcuts visible while leaving all unpinned positions empty. Sponsored shortcuts already have a separate setting.
