Shortcut key to jump to firefox suggest

one way is to continue pressing up in the search bar, takes you to the settings in the bottom right and then through the search engines and then to the Firefox Suggest.

Shift+cursor keys just does text selection

Pressing alt+(left/right) just switches the search engine but doesn't allow movement outside it.

I would prefer a shortcut to directly jump to the browser suggestion.

In Settings, under Search, you could try unchecking the option for "Show search suggestions ahead of browsing history in address bar results". That would put the browser suggestions first.
