New idea
When viewing PDF documents the cursor is either "Select Text" or "Drag Document" (with a hand icon).
A context aware "intelligent" cursor would toggle between these two automatically. It is Text select when over text area, but drag document when over an empty area.
(For normal websites this can be achieved with the 'ScrollAnywhere' addon)
