Provide an option to turn off pre-downloading.

Firefox controls the browser's prefetching feature through options like network.predictor.enable-prefetch in 'about:config'. However, these settings do not apply to downloads. When users click to download and then choose where to save the download content, they notice that the download has already been in progress for a while. It is recommended to improve this issue by allowing users to choose whether to pre-download before selecting the download file's save location. There are the same issues when visiting video sites like YOUTUBE.
