Pin Location bookmark folders and increase to 10 folders

I want the seven folders in the Location dropdown that I have now to remain permanently pinned. I would like to pin 9 bookmark folders and have one floating (where ever was the last thing saved).

I hate when saving a bookmark that I forgot I already saved that the folder it is in becomes one of the locations replacing one of the folders I want permanently in the Locations dropdown.
